On the heels of the release of the latest American employment numbers, South Carolina Congressman David Scott of Georgia’s 13th Congressional District delivered this week’s “Congressional Black Caucus Message To America.” During his remarks, Rep. Scott noted that “Black unemployment remains double that of White unemployment,” and declared that “Education is the biggest tool to expand opportunity.”
Scott then called for Congressional reauthorization of the Elementary and Secondary Education Act (ESEA), with special focus on “Title I” provisions that provide funding to local school districts in order to improve academic achievement for disadvantaged students.
