23 Black Students Earn Perfect Scores On Ca. Standardized Test
OAKLAND, Ca. — A recent school district analysis shows that out of 400 elementary schoolchildren in Oakland that got perfect scores in math or reading on the 2010 California Standards Test, 23 of them were African-American boys.

While the ratio may not seem that impressive at first glance, it is huge educational progress in Oakland where over 50 percent of high school students drop out — more than those that graduate.
